How Redondo Beach brought its homeless numbers to 'functionally zero'

REDONDO BEACH, CA - OCTOBER 11, 2024 - - Lila Omura, right, Redondo Beach's housing navigator, speaks to Billy Schmitt, 44, about finding him a place to live in Lilenthal Park in Redondo Beach on October 11, 2024. Omura was able to find Schmitt a place to live a week later. Omura plays a key role in getting homeless people off the city's streets and into housing quickly. She has helped the city achieve what's called functional zero homelessness-more people leave homelessness than become homeless and no one stays on the street more than 90 days.
